aome divergence between myself and Consular officers as to the control needed, which is not surprising considering the difference of the points of view, and thefact that those officera have more or less often been troubled by objectionable and irregular companies without power to deal with them. the other hand I dislike restrictions which go outside the general principles of law, and 1 do not believe in their officacy as they can always be avoided in one axe way or

another.
